I'm pretty late, but I highly recommend TVPaint! It's a French program (don't worry, there's an English version) that I like to use for my digital stuff. It takes a bit to learn how to navigate but it's comparable to ToonBoom. It isn't mainstream, but I do believe it's considered an industry standard.

EDIT: You can also do frame-by-frame animation in Photoshop!

The Worst Returns or Should have stayed dead
(Sadly it has to be a link this time since PAint has a crappy job at making a picture full sized. If anyone can help me get a site with a better size uploading, that would help)
